How I can get my Betta to eat?

I have this nice new Betta pure white and put in a 3.5-liter aquarium. Put a few tropical fish flakes and he would not eat. I put pellets and not eat it eaither! I do not know if hes too dumb to swim and find food or if hes just not comfortable or not like the food. I just want him to see food and eat it for him are not stupid die.Bettas.
