How I can start my external fish tank filter?

im sitting here really confused, I've just connected my external filter for my aquarium 4 feet and can not get what you need to strart! all connected right (a pipe to suck water from seeping undernaeath tank and another on the other side to release drinking water) water only do not move, thinking maybe the air lock, but how do I get rid of it, any suggestions would be great
