Could this view fit for a 2.5-5 gallon?

Hello everyone I was wondering if any of you have ever tried these lights Jeboo clip. I found one on eBay and was wondering if it is effective enough to help plants grow in a 2.5-5 gallon tank. Have any of u happen to know if a fluorescent? Looks good you may be able to find cheaper or the same price at a local shop then. That way if there is a problem a bit down the line can be carried back to the store and get an immediate replacement. I take it you have a tank open top, which many fish care can jump out of them. Do not want to wake up one morning to find the fish jumped and was lying on the carpet all night. If you get some floating plants or duckweed frogbit will help your fish feel more secure and less likely to make a jump for it.
