lighting to grow Java moss and Java fern?

i had a glow flora tube lighting in my 4 foot aquarium was doing my java ferns turn brown I think it was the only bright light two other tube I have is a beauty, lighted tube that java moss and ferns grow better in this light? and, finally, I have a clear plastic cover from my tube of light and water in my tank has enough Algier Algier should scrap it or leave it i on?

Actinc light is for reef and kill your plants. CO2 is not need java moss or fern, but better if you do.
