Some of the smaller fish in my tank hidden in the narrow space behind my filter?

Do not even come to look for food or anything. Also I have a dwarf frog hidden there has not been out for a month. I read somewhere that it might be due to the current filter is still too strong. But I tried shutting down for a while but does not help. I have a 15 gallon tank with a bunch of other hiding places for them. Is there any way to seal the space? Or perhaps another solution?
